International University Carnival on eLearning (IUCEL 2016) previously called as National University Carnival on eLearning (NUCEL) is organized by Universiti Teknologi Malaysia , in collaboration with The Malaysian e-Learning Council for Public Universities (MEIPTA).

In 2016, NUCEL had become the first international competition to identify the most innovative technological approaches in higher education to enhance teaching and learning. The new brand name called IUCEL 2016 will act as a platform to promote, explore, sharing of expertise, best practices and the application of e-learning among all residents of higher learning in Malaysia and worldwide.
